Add Clone to WinitSettings (#12787)

# Objective

- Allow cloning `WinitSettings`. I use this in
[bevy_worldswap](https://github.com/UkoeHB/bevy_worldswap) when
synchronizing secondary app window state.

## Solution

- Add `Clone` to `WinitSettings`.
