Adapt path type of dynamically_load_plugin (#6734)

# Objective

- Fixes #6711

## Solution

- Change the `path` function parameter of `dynamically_load_plugin` and `DynamicPluginExt::load_plugin` to a generic with `AsRef<OsStr>` bound
