Forward decals (port of bevy_contact_projective_decals) (#16600)
# Objective
- Implement ForwardDecal as outlined in
https://github.com/bevyengine/bevy/issues/2401
## Solution
- Port https://github.com/naasblod/bevy_contact_projective_decals, and
cleanup the API a little.
## Testing
- Ran the new decal example.
