Expose LogDiagnosticsState (#19323) 
# Objective

Closes #19175 
Make `LogDiagnosticsState` public to be able to edit its filters

## Solution

Make `LogDiagnosticsState` public and add methods to allow editing the
duration and filter

## Testing

`cargo run -p ci`
