More idiomatic texture atlas builder (#13238)
# Objective

- TextureAtlasBuilder has some non-idiomatic methods.

## Solution

- Refactor non-idiomatic methods

## Changelog

- Renamed `TextureAtlasBuilder::finish()` to
`TextureAtlasBuilder::build()`
- Builder methods return `&mut Self` instead of `Self`
